Deconstructing manufactured products. Is this the future of import classification, Origin Analysis and revenue collection by Customs?

Over the last few years CBP has directed importers and brokers to essentially deconstruct manufactured items to identify component parts that are subject to additional duties/ taxes such as AD/CVD, 301 or 201. In a 2020 CSMS message on pipe spools CBP instructed Importers and Brokers to apply the classification of the essential character (pipe typically) to component materials subject to AD/CVD based on the HTS and country of origin of the actual component subject to AD/CVD and submit the deposit for any AD/CVD due on the component line. Similar guidance has recently been given for golf clubs, flashlights and several other items. Is this the wave of the future and how does an importer or broker manage this process?  How will the invoice requirements be changed to accommodate this data driven deep dive for revenue?  What should the Customhouse Broker know, what data should we collect and how can we protect the interests of our employers and clients? You won't want to miss this informative luncheon.

If you are a member company and will be taking two additional guests from your own company, please add the total number of guests (3) to the ticket field and click add. This will open a box where you can enter the seperate names for each attendee. If you are a member and wish to take 2 guests from a non member company, add the number of tickets to each field ("1" Member ticket) and click add and it will add that single member ticket and then 2 HCBFFA non member ticket and click add and it will open the screen to type additional names of guests.
